One proplem for space travel is that nosy governments put regulations, most of them about air travel, in the way, especially for novel concepts and experimental technologies. One way to circumvent that is to build floating cities outside all jurisdiction, i.e. on international water. One problem with floating cities is ocean waves making them rock (that is especially nasty when it comes to using them as spacelaunch sites), but that can be solved by constructing them as big gyroscopes, so that the area occupied by the crew (and especially launch surface) do not rock.
